According to the reports received from the correspondent of PISHAWAR magazine, the president of FACT introduced all members of the delegation to Mr. Qanooni and also thanked him for meeting them. The head of the central council explained to the head of the parliament that according to his directives, the commissioners of the parliament and the commissioners of the Department of Income, the Ministry of Finance, in a joint meeting regarding the amendment of article 44 of tax law, reached an agreement that the tax rate of the guild of Hotels and restaurants was increased from 2% to 5-10 percent proportional to their level of income and services and FACT is satisfied with this agreement. Also, the president of the central council of FACT made a specific suggestion that the tax rate of the remaining guilds which is evident in article 77, also be fixed to affordable amount. He added if any laws passed regardless of the consideration of the views and suggestions of the different classes of the society they may fail to be put into action. The president of FACT also suggested that
those who make losses as a result of accidents need to be exempted from tax pay
for a couple of years. He also suggested that FACT must have a representative
in the delegation that fixes tax rates. He also suggested that the custom rate
of gold and jewelries be immuned or lowered so that all imported gold undergo
the legal procedures. Gold is the economy backbone of families and communities.
The more gold is imported the greater it benefits Afghanistan. Haji Nizamuddin, the head of the car-sellers’ union, suggested lowering the tax rate from 13% to 1% of transferring a vehicle from first owner to 3rd person under the name of the 3rd person. This will benefit the government because people sell their vehicles to the 3rd person unofficially so that they do not pay the tax because of its higher rate of 13% which if lowered at 1% people will do this transaction officially and pay the government 1% of the total money they get from selling their vehicle. Amin jan khosti, the head of currency-exchange union, insisted on fixing a fair, affordable tax rate considering the economic situation of the country. He also endorsed the suggestion of the president of FACT with regard to appointment of one person from FACT into the delegation that determines the tax rates. Azizullah rasoolzai, head of department of defense for the rights and interests of craftsmen and traders, also complained of the high tax rate of the municipality, raising the tax rate of obtaining operation permission for the craftsmen and requested the head of parliament to pay attention to this problem. Haji Salam and Haji Mohd Sidiq, heads of Union of Hotel owners complained of lack of electricity and other essential facilities and insisted on fixation of a fair tax rate. Haji Sikandar, head of cloth-sellers’ union of Kabul city, said that they sell clothes at interest rate of 3% whereas the ministry of finance demands us a tax of 10% which is really back breaking and need to be revised. At the end, the head of parliament, Mr. Qanooni, admitted his pleasure to meet the representatives of different guilds and the leadership of the central council of FACT and appreciated the reasoning and logic level of the central council leadership in the joint commission of parliament regarding the taxation law. He thanked FACT for organizing the agreement reached with the ministry of finance. Head of the parliament called the suggestions, made by the central council leadership and those of the representatives of different guilds of craftsmen, rational and remarked: “I listened to all of your suggestions which are based on logic and reasons. The parliament will try to fix an affordable tax which is compatible with the interests of the poor class of the society. We believe that tax is the only way to finance the expenses of the government which will not be obtained in case it is very high and unaffordable. We and the ministry of finance will determine a tax that is affordable”. Head of the parliament instructed the administrative department of the parliament to make contacts with relevant government departments to find solutions to the problems of the craftsmen. It should be mentioned that Noor-ul-Haq Omari , the vice-president of the central council of FACT and head of the Kabul city council was present in this meeting with head of the parliament, as well.
