The craftsmen welcome the decisions of the
complaints office of the grand assembly of elders of Afghan Parliament
regarding the private health clinics

In the current month, based on complaints received from the people with regard
to unjust actions of some clinics, the complaints office audited some of the
clinics like the Clinic of Mr. Wahaj and that of Mr. Musa Wardak who were found
guilty because of violation of law and unjust action and were issued warning
letters.
The Wahaj Clinic was closed because of removal of a kidney from a patient
against his consent and also charging him a fee of 80,000.00 AFs as well as
other illegal actions and it will remain closed until the subsequent order to
reopen. Other clinics were given notices to abide by health norms. The
craftsmen not only praise such measures taken by the complaint office but they
request it to consider the following recommendations:
• The clinics should avoid unnecessary investigations like laboratory and
sonography etc.
• The majority of the doctors are employed in the state hospitals and do their
best to make the patients come into their private clinics and be operated there
so as to charge him a lot of money as operation charges which is free in the
state hospitals.
• A 12 year old child who had developed appendicitis waited from 10 pm to 10 am
behind the door of one of the state hospital but nobody paid a glance at him.
Fearing he will die the child’s attendant took him to a private clinic where he
was operated with a high price.
• Another worrisome point is absence of qualified personnel especially in
laboratories making wrong diagnosis. For instance, a pregnant woman who was
examined by ultrasound was told her fetus was dead requiring emergency
operation to remove the death fetus but after the operation the fetus lived for
20 days more.
• As seen the number of drugstores is outnumbering food stores in Kabul city.
There are many expired drugs in these stores which in stead of improving the
patients’ condition make it to get from bad to worse. Some doctors for the
purpose of popularizing themselves prescribe powerful antibiotics and pain
killers for ordinary patients which cause other problems as adverse effects.
• In private clinics, after many tests and examinations which cost the patients
a lot of money, they are told that their treatment cannot be performed in
private clinics and referred to state hospitals where patients are not given a
simple cheap drug. So, the patients need to purchase everything from market and
also pay some money to the doctor as a bribe to get properly treated. These
problems take place when our health managers boast of covering 85% of the basic
health services of Afghanistan. As our people are facing many problems, our
parliamentarians and senior state authorities are requested to pay attention to
the problems of the people and ease their troubles.
