FACT in next 5 years

FACT is a social, independent, non-political, non-governmental, and non-profit organization defending the rights and interests of its members.

FACT is composed of voluntary unity of industrialists, service providers, minders, etc. It is established to provide services like development of small businesses, promotion of quality and quantity as well as standardization and marketability of the products.

FACT is a largest social organization which has been defending the rights of the craftsmen and small business owners regardless of ethnic, racial, political, and lingual discriminations for the past 20 years. It will be doing the following activities in the next 5 years:

Capacity building in accordance to the demand of time

·         promotion of the product and standardization of technology

·         Defense and mediation

Development and maintenance of new authorities to help the members towards a speedy change

·         Introduction of new technology

·         Development of marketing and export services

Development of internal capacities, which will transform FACT to provide services for its members in the next 5 years as below:

Making efforts to reform laws related to craftsmen and creation of working ground to consider key issues

 

Creation of relief  fund

where and when to make use of this fund and suggestion of transferring 50% of the value of exporting the handicrafts into the relief fund account

 

Developing of the cities

 

Introduction of new technology

Environmental protection through reduction of using woods

100% of bakeries in Kabul city and 50% of bakeries in the provinces will use of gas.

 

Public bathrooms, restaurants, and bakeries replace with alternative fuels.

 

CCFACT has in mind to keep the gas prices fixed.

 

Using of technology for environmental protection

The warehouse and shopping markets should be deployed out of cities.

 

50% of the slaughter houses should be modernized.

 

Modernization of dough making machines

 

Maintenance of security in the work place

Holding workshops and taking preventive measures to avoid the risks of using welding machines, wood cutting machines, automobile machines and bakery

 

Technology for effective production

 

Business development services

Provision of practical membership of business services

Development and provision of services meeting the global business demands, electronic information, marketing, etc.

 

Stabilization of service provision

 

 

Extension of service provision beyond Kabul

Popularization of experiences from Kabul and Kunduz provinces to other provinces consistent with the new governance structure of FACT. This section will be set up at first by NGOs and will become self reliant in 5 years.

Internal capacity in reform

Formation of provincial councils through elections

Building the capacity of employees

 

Analyzing of professional and amateur workers, recruitment on the basis of qualifications

 

Growth and development of income to become self-sufficient

Increase in the number of members to 100000 increase in the membership fees

 

Analysis and development of  new income sources

 

Increase in the number of magazine up to 3000 copies to maintain relations

Building the capacity of the existing staff and recruiting new cadres

 

Development of the internal system for taking action and cooperation

 

Facilities

Provision of permanent work place in Kabul and in key provinces as well as internet and other necessary technology

 

Structure

Setting a delegation to revise the statute, goals and the governance structure of the union

 

Transformation of provincial offices to service providing centers

 

Improvement of foreign relations for maintenance of the interests of the members

 

Revising of the law in view of the current situation

 

Income and financial issues

Payment of membership is voluntary which is done in view of other inventions. FACT has in mind to spend the income in the next 5 years as following:

30% for the member unions’ expenses

30% for the administrative works of the provincial councils

20% for the administrative services of the members

20% for maintenance of the interests of the central council and national support

The income source FACT is the membership fees and skills certification fees. The new income sources are selling of magazines, which were free in the past, fees received in exchange of a service provision, which began in 2007. Other source of income is gas distribution to needy craftsmen. This strategy will raise 2006 income of $90000 to $560000 by 2010 (regardless of the subsidiary aids from NGOs).

FACT regards and also backs the market economy as the logical way to develop the economy of Afghanistan, particularly, the role of private sectors in economic, social and cultural development of Afghanistan. Afghanistan is undergoing a transitional phase heading from a centralized economic system towards a free market economy. Industrialization is in its early phase and yet the situation is not favorable for big investments because of little security. The government and related NGOs should support the small workshops which have got a potential to develop further and set up a foundation for economic growth and industrialization of Afghanistan especially when they have the capacity to absorb more employees. We advocate the idea to reform the law of taxation, rent, and customs in favor of private sectors, especially the craftsmen and traders to enable them pay their taxation, on one hand, and to compete in the markets, on the other.

FACT supports the national development programs and expects to include the craftsmen and traders in their strategic plans to ensure better working conditions for the craftsmen and traders, provide them with places to work, have access to microcredit and modern technology. It is also hoped that trade places belonging to the municipalities be given to the craftsmen where they could build markets themselves.
